How does MySQL's lack of command line utility for Windows or your inability to find it have anything to do Windows?
But DBD::mysql appears to need it (Strawberry Perl).
No, the installer for DBD::mysql needs it. You could use ppm to install DBD::mysql to bypass this requirement.
