What's wrong with "at" accessed from command line (cmd.exe) or "Scheduled Tasks" accessed from "Control Panel" (if you like a GUI)? These are basically cron for Windows, they're free and they're included with Windows.
UPDATE: You can access "Scheduled Tasks" from the command line too with "schtasks.exe".
