Writing Makefile for XML::Simple
Makefile out-of-date with respect to C:\strawberry\perl\lib\Config.pm

Since the newly written Makefile is out-of-date with respect to some files which should definitely have been created/modified earlier, it seems there's something fishy with your system clock...  Maybe check the timestamps and set your clock correctly.
