How can I uninstall strawberry-plus-padre-0.63.msi ?

Just wondering what happens if you try to install again (over the top of the existing strawberry installation) without first uninstalling ... not sure if that would work, but it's the first thing I'd try if 'uninstall' didn't work.

If the "first thing" didn't work, the second thing I would try is to just manually remove the strawberry installation, then install again to the original location.

You should also report the problem to the strawberry developers.
