I've just been considering a batch of empty nodes. When one does this, the consideration option buttons do not appear in the approval nodelet immediately after consideration. If the node is then downvoted, the radio buttons appear. I believe that downvoting is a prerequisite to reaping, so I do it anyway & it causes no problem, but is this intended behaviour? If so, I'm curious as to why. And if I don't need to downvote them, I'd like to know that, too.
