If this is why the moderation radio buttons don't appear immediately, it's not obvious, although it makes sense. Would it be practical for those whose power and Perl skills are high enough to fill the empty space for the radio buttons with some text along the lines of "If you want the node deleted, please downvote it"?
This suggestion, of course, assumes that the behaviour described is intended.

A reload of click on the link to the page will also show the moderation buttons. I am not sure if it is an intentional feature, or something else. I am sure that there is an explanation (since I was told long ago by those who are my perlmonk elders). Some other monk has more information on this.

Better to go "Back" before reloading or to click on the node ID to get a "not a response to a POST" version of the node before doing any next step with the moderation nodelet. My browser warns me before reloading a page that is a response to a POST but many people like to disable warnings.
That isn't the only bug in the moderation nodelet. I rewrote it as part of fixing a lot of other unfortunate problems with the "moderation" implementation. Unfortunately, the rewrite appears to have been too big of a change for it to actually get deployed successfully.
