If this is why the moderation radio buttons don't appear immediately, it's not obvious, although it makes sense. Would it be practical for those whose power and Perl skills are high enough to fill the empty space for the radio buttons with some text along the lines of "If you want the node deleted, please downvote it"?

This suggestion, of course, assumes that the behaviour described is intended.
