If you don't understand what that is, I strongly suggest that you delete the perl you've installed (using the command rd /q /s c:\perl); then download and install the ActiveState .MSI installer which will set up the path (and many other configuration items) for you in a consistent and working fashion.
You can obtain the .MSI installer from here.
