should be

my ($jnl,$artno,$outpath,$proftxt)=@_;

instead

my $jnl;
my $artno;
my $outpath;
my proftxt;

$jnl=$ARGV[0];
$artno=$ARGV[1];
$outpath=$ARGV[2];
$proftxt=$ARGV[3];
