This adds a string to $buff. In fact, it adds several things: a newline, $level-1 spaces and the first element of @pre_push, that is removed from the array. It is equivalent to

                '  ' x ( $level - 1 ),
                 shift @pre_push) {
    $buff = $buff . $string;
}
