http://jobs.perl.org/ allows people to post perl related jobs for free.

Many jobs posted there are listed as "Terms of employment: Independent contractor (project-based)" ... unfortunately, there doesn't seem to be anyway for people to search for "project-based" jobs when their looking for a little extra money.
