From skimming the website, it looks that only the "lite" version is free.
It is not clear what the differences between the "lite" and the "complete"
versions are.
It's "free" as in "freeware", not as in "free software". Source code is not
available for free at all (let alone under a "free software" license).
Also, windows only. This is the same product as that advertised in
public beta testing of Perl Editor a couple of weeks ago.
One may classify the OP as "spam for commercial warez coming with a freeware
hook". However, it's borderline and I'm not going to consider it for deletion
in this stage. A few clarifications from the online poster, particularly
concerning what "free" means in his dictionary, are welcome.

Absolutely free.
I'll choose discretion today, and drink my free beer. :)
Looks spiffy. Personally I'd be looking for WebDAV or Subversion rather than FTP as the networking feature, but still... cool.
I'm still hanging out for an editor as good as Jabberwocky though. That puppy does some amazing tricks.
If you could put a rewind ability into a perl IDE, I'd buy it, no matter the cost (for values of cost less than $1000).

Could you please clarify?
Never heard of it.
I am a Windows bastard, you know...

What is in this that I can't get in Vim? To avoid a flame war, what is here that can't be gotten in Emacs?
I bet "you'll find that the visual environment can give you a dramatic productivity boost" is only a valid statement it you're stuck using Notepad.

Is it basic human ambition that drives us to criticize first instead of compliment the offering?
The perl community *needs* ambitious developers willing to invest in perl specific applications. Perl developers should support them, promote them, and do everything possible to find one more reason to promote the community as a whole.
Thank you for the job well done - and please consider expanding your software to multiple operating systems.
My favorite perl editor is a windows specific application - which I almost never use now in Linux!

A fair point. While I am in favour of Open Source / Free Software, I realise that programming for the Windows environment is a dreary task that entitles those who do it to seek financial compensation ;-)

Does it run on Linux under Wine?
I'm not really a human, but I play one on earth.
