For those who want to play the game online, there is the (albeit German) http://www.brettspielwelt.de (Java required). There are also English speaking people online there, and lots of lots of other (board-)games to play. The implementations there aim to be faithful to the normal board rules, and for Carcassonne and Settlers (there called "Siedler von Katan") the implementations are pretty close to the rules.
