Check your Nodelet Settings - do you have "Approval Nodelet" enabled?

Otherwise, bother pmdev about it.

Found it. I thought it was under "User Settings" and really couldn't tell what the Nodelet Settings were, not having any sort of identifier that they were my settings. My first day as a Saint and I finally figure out why I was never able to "Consider."
