Actually DBI does do this but at perl.org, not cpan.org. Its version control is hosted at svn.perl.org under SVN (subversion) and the mailing lists are dbi-foo@perl.org. I'm not sure what if any general policy there is about other modules living there, but it might be worth an email to find out.
