Get a ppd (precompiled binary) from crazyinsomniacs repository which has lots of goodies. You will find it at http://crazyinsomniac.perlmonk.org/perl/ppm/ He maintains ppms for both 5.6 and 5.8. In brief: 

# For 5.6
ppm install http://crazyinsomniac.perlmonk.org/perl/ppm/Crypt-SSLeay.p
+pd
# For 5.8
ppm install http://crazyinsomniac.perlmonk.org/perl/ppm/5.8/Crypt-SSLe
+ay.ppd

    Will this work with PAR?

    That would be great, ssl-enabled stand-alone execs...

      Provided you bundle all the bits, ie LWP, Crypt::SSLeay plus the libeay32.dll and ssleay32.dll files that come with the suplementary download no reason why not.
