Nonsense -- RTSP is an open protocol defined in IETF RFC 2326. (But note that RTSP is sometimes used with RealAudio streams, which are proprietary.)

On the other hand, MMS is a closed Microsoft protocol, and although some people have managed to partially reverse engineer it, there doesn't seem to be a Perl client implementation.
