Yes, Oregon forbids self-service stations, just like New Jersey. See section 315 of chapter 480 of our laws, which outline why. Some of the better reasons:
- The dangers of crime and slick surfaces described in subsection (3) of this section are enhanced because Oregon’s weather is uniquely adverse, causing wet pavement and reduced visibility;
- Self-service dispensing at retail in other states does not provide a sustained reduction in fuel prices charged to customers;

Non-self-service died 99.9999% out in North Carolina about, umh, 1986 or so. There is still one old gas station back home that has a lane open (I guess the old people like it) and it is never used.

Some states mandate it, New Jersey for example, and apparently Oregon. As far as I know, Europe is entirely self-service.
