Try pasting the URL into a browser:
http://ppm.activestate.com/PPMPackages/5.8-windows//MSWin32-x86-multi-thread-5.8/Mail-Sendmail-0.79.tar.gz
to see whether the URL is accessible
The access denied message looks like a http message - you might be denied by your proxy.

    The URL is not accessible. I am getting "403 Access Denied" after I paste the URL. Since I can not get this mail module, what other module can I use to send mail out from my Perl Script?
      I just installed the module successfully.
      However, there is version 7.8 of Mail::Sendmail available at http://theoryx5.uwinnipeg.ca/ppmpackages.

        I just tried that site and got same message. Any other way of getting this module or something similiar?
