Of course you probably should have asked this question on the NMS Support List, however yes there is no problem with using the NMS FormMail on a Windows system, a significant proportion of our users are doing so and it has been extensively tested there.

The things to watch are

You will need to use the SMTP: variant of the $mailprog configuration. You should ask your administrator or ISP about a suitable SMTP server to use
You should see this discussion about the shebang line when using IIS

But you'll get our attention better if you send your questions to the mailling list
