And now, a few not-so-serious answers to some of the questions in this unusual post.

Depends .. is the goal to speed the site up? In other words, how do we know that the script is the causes of the slowness?

OK, but define 'not work entirely' first.

Depends on how fast you want the 'Web server app' to run, and how much budget you have.

Coding: my brain, a piece of paper and a pend; later, vim and Logger::Log4Perl. Testing: my brain (again) to try out various combinations of functionality that exercises the various aspects of my web application. Debugging: Once again, my brain, and the Perl debugger, along with the logs created by Logger::Log4Perl.

Really .. this is just about completely devoid of Perl content. Do you think you posted this on the right site?
