There are indeed Perl binaries other than ActiveState.

I'm actually using a binaries from this site, which has perl, mod_perl, apache and open_ssl.

IndigoStar also provide a Perl binary, which comes with an Apache server, and is compatible with the Activestate's PPMs.

But if you're beginning with Perl, you may find the Activestate distribution a lot easier to install than the two other one...
