The gods can indeed see all votes. This is to make it possible to investigate malicious, predatory downvoting. I don't speak for the other gods, but I can only think of a couple of times when I have used it.

    I think I've queried the table once or twice in the time I've been a god, and that was to see what it looked like, not to look at any particular record.
