This sounds like a job for make. You can run anything you like in the makefile rules, including perl/cgi scripts. Shell redirection is available, and make will only run what is necessary to update from new data files.
Gee, ya think? I wonder if that's why I wrote a column on using Make with Template Toolkit to create websites.
