If I understand your request, then just download the *.PPD file and look in that to see where to find the meat of the distribution for your platform. Download that as well. Then modify the *.PPD file, replacing the "http://..." bit with where you put the rest of the distribution, such as "file:c:/temp/Widget.tar.gz".

Now you can have PPM install the module by just typing "ppm Widget.ppd" on the command line from the directory where the Widget.ppd file is.
