I've always thought they could reword the classic tick box option from:

if ($drugs) { tick() }

[download]

To:

if ($IQ < 30) { tick() }

[download]

I figure whatever people were left over (from not carrying drugs) you could probably deport just on the strength of their diminished usefulness to the state.
