What is more reasonable to expect, is getting away with something like Tinyperl, which is as small as is practically feasable, or something put together using perl2exe, PerlApp, or PAR.
What is not reasonable, is stating upfront that "it must work with microperl".
p.s. updated after I discivered that microperl is actually even smaller than miniperl, which I had mixed up.
