The binaries are still available at: http://www.geocities.com/floydian_99/Win32-AdvNotify.tar.gz. The source has not ever been available, but if you can work out the Win32::API calls (probably starting with FindFirstChangeNotification), then you could probably write essentially the same thing yourself.
