Firstly you can install MP4::Info by typing the following from a command prompt:
ppm install http://trouchelle.com/ppm/MP4-Info.ppd
There is also MP3::Info (install as above, substituting the module name). Regards the video files section of your question a quick search of CPAN returns Video::Info, I have never used this however it may be what you need.
holli's great tutorial A guide to installing modules for Win32 mentions using PPM::Repositories, as well as other interesting topics, such as 'Manual Installation'. If you have not seen this it may be useful for you to have a look.

I tryied to broaden my search by adding repositories but it didn't help.
As I wrote, the MP3 or MP4 Info modules supplies insufficient parameters.
Do you know any good video parser?

Perhaps I am getting confused here, but in your first post you said that MP3::Info was a good example of what you are looking for. Did you check out the Video::Info module I mentioned previously? Perhaps if you explain exactly what you want to do (what sort of details you want from each media type for example...) then we can be more helpful.
