• The fearless leader recently posted a list of the modules most often mentioned on PM, which will serve as a start. (Though you *do* have to take a certain amount of ballot-stuffing into account.)

• For a really good hands-on introduction to various modules, take a gander at Writing CGI Application with Perl, which uses more modules than should be legal in a single book. :)
