I'm not sure what exactly you are suggesting. The question you linked to has no replies and is from another forum several years ago. While on the same topic, the questions are not worded the same in fact, IMHO the post you link to is slightly better written than the this question :)
This is perhaps a relatively common question, or at any rate, a question I’ve seen asked here several times.
Or are you suggesting that the approval and reply by two separate monks (or are you suggesting this is the same person?), perhaps from the same geographic region is part of some sort of XP scam?
I'm not trying to upset anyone, I just don't follow exactly what is being suggested here.
The previous example of plagiarism you linked to was in response to various repeated 'offences', where the posts made here could be found (in some cases verbatim) as posts elsewhere on the web. In those cases it wasn't it poetry rather than questions that were being plagiarised?

The OP has replied to the effect that he cross posted here because replies weren't forthcoming from the other site. Waiting 4 years for a reply seems patient beyond belief!
Actually, having had a look at a few more of the questions and replies of a few of the individuals concerned I don't think there is a lot of plagiarism, but more a concerted series of 'sock puppet' questions and of course the already highlighted front paging frenzy.

I am not convinced that the OP is stating they posted on this other site, just that they have not found the answer they are looking for there. I get the impression by "Nothing wrong in this," that they are not the author of the post on the other forum, and have done nothing wrong by posting here. I have no reason not to believe them, or associate their post here with the one on that other forum.

No 'sock puppet' stuff, i am sure, the problem is that they are all new, they are slowly learning to use the site.

for me it took a long time to understand this site, for them too (from a similar background, undergone same training, same years of experience, same environment, same *nix tools, etc, etc) it will take time for soaking in this site, do's and dont's, policies/guidelines, people/monks, etc.
but they will learn quickly, we need to help them, rather than suspecting them
I think un-necessary suspicion on those people, will make them feel bad and low, it will in-turn make them feel bad about the society and this site, they will finally start to hate perl too! (already we saw that post Re^2: Capture all the packets).
so I am here to support and help all those guys, in terms of do's and dont's and use of this site, etc. soon they will be one of the best monks on this site, they will one day become great grand father :-))
I introduced perlmonks site to all of them when i mentored perl course for them as a part of their training curriculum in my previous company, they all love perl, they all use perl. we shouldn't hurt them even if we are not helping them.
I know you are one of the responsible monks in this site, so I explained this to you clearly

I agree with you, perlmonks is a place where you will get direction/guidelines to solve your problem if you have done your homework with that problem.

I wish to point you one link, when I was a newbie in this site, i got annoyed and I posted this node Negative points, it was not at all happy about my down voting, but then i realized, learnt from that experience and then living in the place happily for years together now.
Knowing you personally, even we are in different cities, my advice/suggestion to you is, grandfather is one of the good/responsible monks around, and he justed wanted you to inform about plagiarism/suspected plagiarism, his intention was to safeguard this site from spammer or so, Think like that. I(we) know that you are not a spammer or somebody, who wants to waste time of monks here
so cheer up and continue to learn and contribute to perl and its society.

It is generally considered good practise to indicate that you have cross posted a question to another site however, even if it was 4 years ago.
