I assume you've tried emailing Geoff Richards via the email on his CPAN page http://search.cpan.org/~geoffr/ ?

If you get no response from a CPAN author after a number of tries, you can request maintenance rights for the module.

    I sent an email to his e-mail address, but returned by an error.
    # I sent is before a half year. I resent it some time ago.

    I got advice from PAUSE admins and I asked about this problem at the place that other developers could look at.
