My due apologies to the group.   It's been a dreadfully long day.   (And by the way, I actually mean that:   I do, indeed, “humbly beg the Monastery's indulgences.”)

Anyhow, for the record:   to get to the command-line tools (in Windoze), you must download and install the "MySQL server" installation kit ... then elect to actually install nothing but the tools.  

Once you do that ... and by-the-way to the immense credit of the “Strawberry Perl” folks! ... it actually Just Works™ quite well, indeed.
