Usually, while your module is in http://pause.perl.org/incoming/, it has not been archived/mirrored yet. PAUSE will send you status emails with links to log files and whatnot ... this might be an option you have to turn off (i can't remember exactly).

        Yes. It takes a while to propagate:
        
        you -> PAUSE -> indexer -> CPAN master -> CPAN mirrors
                                              -> search.cpan.org mirror
        
        It can take up to a couple of hours to reach the CPAN mirrors. search.cpan.org is usually faster.
