How to detect USB

Anonymous Monk has asked for the wisdom of the Perl Monks concerning the following question:

Hi monks,
I wanted to write a program which runs as daemon. The program has to detect when a USB is attached or removed from the system. Please tell me where to start for this? I'm on linux.
