I tried this and it worked: 
package Testing;

$in_package = 'In package';

package main;
use Data::Dumper;

$package = 'Testing';

print Dumper(${$package . '::in_package'});

[download]
Output:
$VAR1 = 'In package';

[download]
Of course it will not run under the strictures.
