You should set up IO layers for STDOUT and $OUT, and never encode yourself:

binmode STDOUT, ':encoding(UTF-8)';

...

open my $OUT, '>:encoding(UTF-8)', "WE_EX2.out"
    or die "Can't open file WE_EX2.out for writing: $!";
[download]

But the real trouble is your call to utf8::encode, which prevents your regexes from matching.
