    I suggest you actually spend the time to read and understand the responses you're given to your questions, including your previous questions. This thread started out without you asking a question, simply stating some facts. From this and previous questions you've posted I don't believe you understand the systems/technology you're working with.

      Well...Obviously I'm a novice at perl. I had an assumption that perl could be portable across various OS - but apparently not that easily. I'm not asking anyone to implement anything...but help with providing an alternative solution.

        Right. Perl was written on Unix systems and tries really hard to provide that interface even on other systems. But Windows really sucks at being a Unix. ;-) Your best best may be one of the modules with Win32 in its name. To find the name of a files owner, you need to call a different function on Windows.
