Yes, It's like moon phases, only on a Martian 668.5991 day year timescale. Why don't you ask JPL for a formula?

Wouldn't it need a Logarithm formula? Like the degrees in or out of phase with the Earth prime meridian 0 degrees at any date in the future and L.A. lat. 34 long. -118 Hmmmm

If it's two hours of time slip every six months that's 668.5991 mars year / six months 180 days = 3.714 two hour time slips (not right) because then it's only 6 hours of slip not 24 so try two hours of earth slip backwards every 111 Martian days.
