Are you behind a proxy? If so try setting the http_proxy environment variable. and test ppm is happy with your settings.

    yes, i set HTTP_proxy in cmd env, but wont work.. cpan is able to i/foo/ but ppm is still in the dark ~

      As MinGW is not really a Perl package but a compiler you might want to try to install it manually from http://www.mingw.org/

      So, you have damaged $ENV{'PATH'}, but $ENV{'HTTP_proxy'} is still missing, and things don't work as expected. Perhaps you should read and understand Random_Walk's posting.

        as you said.. i set HTTP_PROXY in cmd.exe => for that $ENV{'HTTP_PROXY'} has the correct value.. i understand his post and know it already.. maybe my post was not clear enough.. whatever..
