This is a nice idea but it sounds to me like you are trying to support end-users by offering them an application that will automate setting up dialup networking

I think the easiest way to do this is to use the Internet Explorer Administration Kit

many, many years ago when I was in operations at a large ISP, we tried to roll out our own DUN setup disk written in C that edited the registry entries to setup DUN...it was kludgy and a moving target when Microsoft made changes....so I would highly recommend you just use their setup which in this case meets your freebie need.
