The closest thing I've found to http://www.perlmonks.org is http://www.perlmonks.com.
Joking aside, if you're looking for something like PerlMonks, what's wrong with PerlMonks? If you're looking for something similar but different, please let us know what differences you're looking for in particular, so we can come up with a suggestion or two, though admittedly there aren't a lot of places like this one.

I was quite active at EE for a while. It has been a nice place (I even got a free tshirt after obtaining my first expert level).
Then the management changed a few times. Nowadays it's pretty much unusable. The worst thing is the "search" that only spits out links when you are a paying subscriber or an "expert" that has gained a specific amount of "Expert Points" within the last month.
The best about EE is the large number of different topics. It's not just Perl.
I still have my member account, so I am thinking of posting:
come to Perlmonks, there you get the answer and a search that works.
at every Perl-question.
Let's see how long it takes to until they suspend my account :)

Personally, I think right here is the best there is for general purpose perl. For more specific topics, there are targeted mailing lists and wikis, etc., let us know which topics and maybe we can suggest something. | [reply] |

Hmmm, isn't that question is bit like walking into a Republican or a Democratic convention, and asking who's best to serve as president of the USA?
Let's just say that any Perl forum is ignored by the majority of the Perl "experts". That doesn't mean that the majority of the Perl "experts" doesn't frequent forums. It just means that there are several Perl forums (this site, Usenet, IRC, public mailinglists, private mailinglists, mongers groups, conferences), and everyone participates in a (possibly empty) subset of the forums. And no forum attracks anywhere near half of the "experts".
Every forum has its pro and cons (content, participants, interface, etc), and the pro and cons will vary from person to person. But obviously, the people participating in Perlmonks have bias in favour of Perlmonks. And most likely, the bias will be strongest by those whose major Perl forum is Perlmonks. | [reply] |

Of course there are many resource which you can find help
like learn.perl.org, which brings you to many mailing list, newsgroup etc.
But, nothing beats PERLMONKS! The longer you get to know
this great place...the more you'll stick to it! One day, you'll realize how much you have learned from some of best
Perl Guru in the World!

You should also check The Mailing List Database.
Some of those mailing lists are quite active.
Here are a couple of (good) examples:
- beginners - where you get all sort of basic questions (among others)
- module-authors - where people discuss several items module-creation-related
- fun-with-perl - golf, puzzles, etc... my favourite! :-)
