Win32::SoundRec. Unfortunatly that's not an option. I'm rebroadcasting emergency band radio to our chief as he's in a radio blackhole but has internet.

I was thinking that you could grab the sound, save it, then stream it.
There is an example of streaming MP3 files here.
Maybe too slow though.

Nope, again, can't do that. it has to be real time. I need to stream data in and pump it out. No saving. . Of course, saving proves to be just as hard if you can't get to the source.
On mp3 streamers. I know how to stream out, the output isn't the problem. The problem is INPUT. I need to access either the line-in or the waveout through windows multimedia api.
