Could you elaborate? I'm not sure i see the harm. There are some legit reasons for wanting to test a list of IP's and see if they are still open proxies.

That's like assuming people who use peer to peer software are all copyright violators. I certainly want to test my network to see if there are any vulnerabilities on it which need to be erradicated. (I know you didn't make the assumption of bad intentions, just pointed out the possibility. I prefer to hope people who ask questions here will use the answers ethically.)	[reply]
