looks like defaults changed for win10 https://stackoverflow.com/questions/30418886/how-and-why-does-quickedit-mode-in-command-prompt-freeze-applications

but win10 smokers still keep passing and this doesnt seem to affect perl test suite http://perl5.test-smoke.org/search

no mention of win10 exec problems at win10 exec site:https://www.nntp.perl.org/group/perl.perl5.porters/

someone should maybe probably perlbug this....maybe probably not
